EXPLANATORY COMMENTS
There is a defined need for the Flood and Erosion Control Board to increase its capacity to address an ever greater workload presented by the upcoming Town Flood Plan. An additional benefit to the inclusion of alternates is the establishment of a succession process for the replacement of retiring members. This would maintain the continuity of technical understanding and context that is so valuable in the application of this board.
During the RTM Appointments Committee search for nominations there have been identified a number of qualified candidates for alternate.~Given the very specific technical skills and knowledge required to sit on this Board, and the difficulty in finding suitable candidates, it would be advantageous to the Town to have a mechanism for these willing volunteers to share their expertise to the benefit of Greenwich residents.
