EXPLANATORY COMMENTS
As of September 30, 2009, the Town of Greenwich became a Certified Local Government and is now eligible to apply for grants under the CT program. In CT, the CLG program is handled for the State Historic Preservation Office that is part of the Commission on Culture and Tourism.
The federally authorized Certified Local Government (CLG) program recognizes local preservation planning expertise and allows communities nationwide to participate more formally in federal and state preservation programs. The CLG program in Connecticut promotes preservation of historic resources by establishing a partnership between local governments and the State Historic Preservation Office. In accordance with federal law, a minimum of 10 percent of Connecticut’s annual federal appropriation for historic preservation is earmarked for grants to municipalities under the CLG program. Any general-purpose political subdivision of the state (city, town, municipality, or borough), which meets CLG requirements, is eligible to apply for funds. As of September 2009, forty municipalities had applied for and
received CLG status in Connecticut.
The Historic District Commission is planning to submit a grant this summer in anticipation of initiating the completion a historic resource inventory this fall. This needs to be submitted by August 2010 to keep with timeframe of project. RTM resolution is needed as part of the grant application package.

RESOLVED, that the Representative Town Meeting of the Town of Greenwich hereby rejects the Arbitration Award between the Town of Greenwich and Local 1042 I.A.F.F. covering the period July 1, 2009 through June 30, 2012.
EXPLANATORY COMMENTS
On December 11, 2008 the Town and Local 1042 commenced negotiations for a successor collective bargaining agreement to the one was set to expire on June 30, 2009. The parties reached impasse in August 21, 2009 and the arbitration process was invoked. Arbitration hearings were held on December 21, 2009, March 4, 2010, March 15, 2010 and March 18, 2010. During the arbitration process the Town and Local 1042 continued negotiations and reached agreement on all items with the exception of the general wage increase for each year of a three-year collective bargaining agreement. The last best offer of the Town and Local 1042 and the award are summarized in the following chart:
Town Local 1042
Last Best Offer Last Best Offer Award
July 1, 2009 0% 2% Town 0%
July 1, 2010 2% 3% Local 1042 3%
July 1, 2011 2% 3% Town 2%
The GWI data from other municipal settlements and awards since September 2008 are similar to the GWIs awarded here.
Local 1042 had agreed to a number of concessions sought by the Town regarding medical insurance including: eliminating the existing PPO and POS replacing these plans with the High Deductible-Health Savings Account effective January 1, 2011, increasing employee premium co-pays to 10% from 7% and increasing prescription drug employee co-pays to $5/$25/$40 from $5/$15/$30.
The cost savings derived from the medical concessions resulted in a total cost of contract over the three years of 2.51% averaging 0.84% per each year of the agreement. We recommend that the RTM accept the award and not pass this resolution to reject the award for the following reasons (i) the Town was successful in obtaining a 0% in the first year of the agreement, (ii) the second and third years GWIs are consistent with other settlements and awards rendered since September 2008, and (iii) the Town was successful in obtaining the medical insurance concessions it sought in negotiations.
