EXPLANATORY COMMENTS

The Connecticut State Department of Education manages the Immigrant Children and Youth Grant (ICYG) from the US Department of Education.  The purpose of this grant is to assist eligible local educational agencies that experience unexpectedly large increases in their student population due to immigration to: 1) provide high-quality instruction to immigrant children and youth; and 2) help such children with their transition into American society and to meet the same challenging state academic content and student academic achievement standards as all children are expected to meet.  This program operates as an entitlement grant.  The Greenwich Public Schools’ award is $46,603.

RESOLVED, that the sum of $150,000 be and the same is hereby appropriated to be added to Public Works’ account number R317-59600-24099, know as “Public Works: Old Greenwich Railroad Station Rehabilitation.”

EXPLANATORY COMMENTS

This request is for an additional appropriation of $150,000, to supplement funds already budgeted in FY 04-05 in the amount of $500,000, to rehabilitate the Old Greenwich and Riverside Railroad Stations. These funds come from the State of Connecticut, Department of Transportation (DOT) Leased Railroad Fund, administered by the town per terms of a lease. The state monies are generated from parking fees at the railroad stations.

Several developments have occurred to materially change the project’s scope. First, the Old Greenwich Railroad Station (OGRR) part of the project was bid and prices for the rehabilitation work came in higher than anticipated. after discussions with DOT, it was decided to postpone work on the Riverside Railroad Station for one year, as there would not be enough monies to do both projects. As a substitute, a project to re-roof the Cos Cob Railroad Station was requested by DOT to use the balance of the $500,000 appropriation. A bid of $42,000 has been received to re-roof the Cos Cob Station. That work, along with the OGRR work, will be done under a contract with THP of Trumbull Connecticut for $418,695.
During construction at the OGRR, the contractor uncovered several serious defects in the structure. These defects were not apparent by visual inspection during the project planning stages and were only uncovered when interior demolition occurred.
The OGRR is a post and beam structure utilizing heavy wooden timbers for a perimeter sill. Over time, as the railroad installed the commuter access platform, the grade around the building was raised without taking into account the position of the sill. The sills, which are now below grade, are badly decayed. Many of the vertical exterior wall members are barely attaching. On the east elevation, the sill is completely deteriorated and this has allowed the exterior wall to sag.
Additional problems at the OGRR concern the roof. The station, which is listed on the Federal Register of Historic Buildings, has a long history of additions and modifications including an alteration that changed the shape of the roof. This work impacted the building supporting structure by removing lateral bracing and altering the roof trusses from their original design. The conditions described above must be corrected before the project can continue.
The cost estimate to address the structural defects is $184,559, as submitted by THP. This creates a budget shortfall of $103,254. The $150,000 requested will pay for the changed conditions, and reestablish a project contingency fund of $46,746. Below is a summary of these costs:

DPW has been in regular contact with DOT officials during this process and has verbal approvals for all the aforementioned changes. However, our lease does require written approval to expend monies on capital items from the Leased Railroad Fund. On November 16, 2004, DPW received written approval from DOT to spend the additional $150,000 as previously described.

#A172-51440 – Consulting  - $47,000.00
EXPLANATORY COMMENTS
The Conservation Commission recently completed its deer management study  that includes recommendations to reduce the deer herd size on Town property.  Following on this report and working with the First Selectman, it was determined that the safest and most efficient way to immediately cull the herd is through sharp shooting, with long term maintenance to be accomplished by limited hunting.  The Conservation consulting budget will need to be increased by $47,000 to a total for this year of $62,000 to hire a wildlife control specialist who will design and implement the cull.  In addition, the wildlife consultant will conduct a birth control study following the herd reduction to determine if this is a feasible alternative to hunting.  This study is an additional $8,000 and will be paid for out of the existing consulting budget.  These cost figures were derived from a proposal requested by the Town of Tony DiNicola, PhD, of White Buffalo, Inc., non-profit wildlife management organization.

RESOLVED, that the Town of Greenwich accept a gift of a picnic pavilion valued at $100,000 from the Greenwich Rotary and the Byram/Cos Cob Rotary Clubs.

EXPLANATORY COMMENTS
Explanation by the Director of Parks and Recreation:

We respectfully request the acceptance of a gift of a picnic pavilion valued at $100,000 from the Greenwich Rotary and the Byram/Cos Cob Rotary Clubs.  The Rotary Centennial Pavilion will replace the current pavilion located in Byram Park on the corner of Byram Shore Road and Ritch Avenue.  The recommendation to replace the current pavilion was part of the Master Plan recommendations approved by the Board of Parks and Recreation in 2002.

Rotary is a global network of community volunteers.  Rotary members are business and professional leaders who provide humanitarian service, encourage high ethical standards, and help build goodwill and peace in their community and around the world.  Founded in Chicago in 1905, Rotary has grown to some 31,000 Rotary clubs in more than 165 countries.  Rotarians carry out service projects in their local communities and abroad to address such critical issues as poverty, health, hunger, illiteracy, and the environment.

The first Rotary club was established in Greenwich in 1921.  At one point there were four Rotary Clubs in town but today Greenwich is served by two clubs, the Greenwich Rotary Club and the Byram/Cos Cob Rotary Club.

From these very early years, the primary purpose for Rotary’s existence was to support community programs.  Rotary projects in Greenwich have addressed important needs such as youth development, eldercare, college scholarships, health care, literacy, care for the disabled, environmental protection, vocational training, and a park course in Bruce Park, among many more.

Rotary will be celebrating 100 years of service in the year 2005.  Rotary International has asked each one of its clubs to identify a need in their community and complete a project addressing it in honor of Rotary’s centennial celebration.  The Greenwich Rotary and the Byram/Cos Cob Rotary Clubs propose to donate a new picnic pavilion on the hilltop in Byram Park.

RESOLVED, the Representative Town Meeting adopts the Town of Greenwich Pre-Disaster Mitigation Plan as part of a regional Pre-Disaster Mitigation Plan as recommended by the Board of Selectmen and in accordance with the Federal Disaster Mitigation Act of 2000.
EXPLANATORY COMMENTS
The Federal Disaster Mitigation Act of 2000 requires all local governments to have an approved Pre-Disaster Mitigation Plan in place in order to be eligible to receive Hazard Mitigation Grant Program project funding.  The Greenwich plan will become part of the South Western Regional Planning Agency (SWRPA) regional Pre-Disaster Mitigation Plan.    The purpose of the plan is to promote mitigation strategies that reduce the loss of life and human suffering, economic disruption and disaster assistance costs resulting from natural disasters.  Natural disasters often cause repeated damage and require reconstruction that is often more expensive as the years go by.  Hazard mitigation breaks this expensive cycle of recurrent damage and increasing reconstruction costs by taking a long-term view of rebuilding and recovery following natural disasters.

Mitigation is distinct from other phases of emergency management – such as preparedness, response and recovery – because it reduces or eliminates long term risk to human life and property resulting from hazards.  These long-term strategies include planning, policy-making, programs, projects and other activities.  The Plan takes into consideration the following natural disasters:

Floods
Coastal storms and nor’easters
Hurricanes
Blizzards/severe winter storms/ice storms
Drought
Sea Level rise
Earthquakes
Dam failure

Each of these risks are evaluated for likelihood of occurrence and potential for loss of life and property.
