RESOLVED, that the sum of $150,000 be and the same is hereby appropriated from “RESERVED FOR CAPITAL & NON-RECURRING FUND” to account Z680089224079 for the wells at Parkway School.
EXPLANATORY COMMENTS
In order for the Town to proceed with the Red Barn project, two wells needed to be in place for the Parkway School so that the present wells, which interfered with the construction, could be dealt with.
The two wells were drilled and completed in October. At present we are waiting for acceptance from the State for the design of the atmospheric tank, the aboveground pump house, and the pressure tank. We had hoped to be able to use the existing pump house but that was not accepted by the State Health Department in Hartford. The new requirements are more extensive than those that were the basis for the original estimate. As a result of this, the existing appropriation is insufficient. We are, therefore, requesting a supplemental appropriation of $150,000 based on the estimate of our engineer.

RESOLVED, that the sum of $170,000 be and the same is hereby appropriated to be added to Public Works’ General Fund account numbers as follows:
Building Const. & Maint. Division, A345-52220, Electric Service $50,000
Building Const. & Maint. Division, A345-52260, Fuel for Heating 120,000
EXPLANATORY COMMENTS
This request is for an additional appropriation of $170,000 to pay for higher than anticipated utility costs for town buildings through June 30, 2004.
As you are aware, last winter saw a spike in heating oil and natural gas prices; added to that was a cold snowy winter that required additional units of energy to heat town facilities. The Connecticut Light and Power Company also received a rate increase that took effect in January 2004.
Below is a chart summarizing electric and heating line items through March 30, and projected to June 30.
Expended Projected
Utility Budget 3-30-04 6-30-04 Variance
Electric $730,000 $583,852 $195,000 ($48,852)
Heating 429,000 429,783 120,000 (120,783)

RESOLVED, that the sum of $30,000 be and the same is hereby appropriated to be added to General Fund account number A351-52190, know as Public Works – Building Inspection Division, Document Imaging
EXPLANATORY COMMENTS
This request is for an additional appropriation of $30,000 to pay for microfilming of building permit documents through June 30, 2004. State law requires that building permits and plans be microfilmed and kept as a permanent archive both on site (Town Hall), with a duplicate set off site (Iron Mountain).
For many years, a full time Administrative Clerical Assistant I (ACA I) microfilmed all documents using a 20-year old microfilm camera located in the Building Inspection Division’s Records Room. During FY 02-03, this operation was completely revamped as the first of three phases to update Building Inspection’s facilities and services in Town Hall. The unreliable, old microfilm camera was scraped, the ACA I position eliminated, and all permits and plans outsourced to a company providing microfilm services. The amount of $10,000 was budgeted for microfilming, however, that amount was underestimated for this one time transition period thereby requiring additional funds of $30,000.
On the positive side, the Building Inspection Division continues to generate revenue for Greenwich above $4 million per year. Moreover, additional savings have occurred by outsourcing the microfilm operation. The cost of a replacement microfilm camera is approximately $80,000. The salary of an ACA I is currently $35,000 annually. Both of these cost items have been avoided with this change.

RESOLVED, that the sum of $49,000 be and the same is hereby appropriated to be added to General Fund account number A321-52510, know as Public Works – Waste Disposal Division, Waste Removal Services
EXPLANATORY COMMENTS
This request is for an additional appropriation of $49,000 to pay for the town’s estimated waste removal services through June 30, 2004.
We are projecting a funding shortfall for waste removal of $134,000. Below is the Budget Variance Form, which summarizes the original budget estimate and current projections.
The main reason for this shortfall is higher than anticipated Municipal Solid Waste tonnage. Fortunately, savings in the overall A321-52000’s of approximately $85,000 reduces this request to $49,000, ($134,000 - $85,000 = $49,000).

In the FY 03-04, the Fire Department’s overtime budget totaled $690,087. Between expenditures to date and estimated expenditures for the remainder of the fiscal year, we are projecting a $248,000 variance in the overtime account. A breakdown of overtime usage has been provided and an explanation of the variances in overtime usage is as follows:
Firefighter Vacation - $40,000 - The department saw a number of firefighters reach new thresholds of vacation time allotted by contract.
Firefighter Sick - $75,000 - The department has several people out long term sick not job related. We also have experienced a higher than normal family sick use due to childbirths, spousal illnesses and ill children.
Firefighter Other - $85,000 - The department has used overtime as a result of the Davis Avenue fire, Western Middle School mercury spill, Presidential visit standby, winter storms, broken water pipes and a higher than usual number of working fires.
Fire Lieutenant Vacation - $20,000 - The department saw several new lieutenants reach new thresholds of vacation allotted by contract.
Fire Lieutenant Sick - $23,000 - The department saw an increase in family sick, and one lieutenant was out sick from July 2003 until his retirement in October 2003.
Fire Lieutenant Other – $5,000 - The same issues as firefighters.
We feel strongly that this has been an unusual year and look forward to a more normal expenditure of overtime in the next fiscal year.

To consider and act upon the following resolution, requested by the Historic District Commission and approved by the First Selectman:
RESOLVED, that pursuant to section 7-147q (f) of the General Statutes, the RTM receives the report from the Historic District Commission acting as the Historic Property Study Committee submitted herewith, and
FURTHER RESOLVED, that the RTM, by majority vote, accept the report of the Committee as to the proposed historic property and enact an ordinance to designate the historic property and provide for its regulation in accordance with section 7-147q of the General Statutes.
EXPLANATORY COMMENTS
Ms. Sandra Hillman petitioned the Historic District Commission to have her property designated a Historic Property pursuant to the Connecticut General Statutes.
On October 28, 2002, the RTM approved the Selectmen’s recommendation that the Historic District Commission serve as a Historic Property Study Committee for the purpose of making the investigation as required by the statute.
The Historic Property Study Committee submitted in due course its report to both the Connecticut Historical Commission in Hartford and the Town’s Planning and Zoning Commission. Both Commissions approved the Historic Property Study Committee’s report, without reservations, in June 2003, and October 2003, respectively.
The Historic Property Study Committee complied with the legal requirements regarding mail and newspaper notices, and held the required public hearing in December, 2003.
The Historic District commission now asks the RTM to accept the report of the Historic Property Study Committee and enact the relevant ordinance.

To consider and act upon the following resolution requested by the First Selectman:
RESOLVED, pursuant to State Public Act No. 95-268, An Act concerning Neighborhood Assistance, the programs set out in the Explanatory Comments (attached) and complete applications filed in the Town Clerk’s office are hereby approved for the purpose of encouraging business contributions to non-profit organizations and government agencies providing important services in Greenwich.
Explanatory Comments
The Connecticut Neighborhood Assistance Act provides tax credits for businesses that contribute to community programs that have received both municipal and state approval. The programs include providing neighborhood assistance, job training or education, community services, crime prevention, energy conservation, or construction or rehabilitation of dwelling units for families of low and moderate income in the State.
Municipalities interested in submitting programs for inclusion in the 2004 program must hold a public hearing on their proposals, and the legislative body of each municipality must also vote to approve the programs. The programs should be detailed on the proposal forms. When the tax exempt organization and/or municipal agency receives both municipal and state approval for its proposed program(s), it is then up to that organization to secure funding for the approved program(s) from businesses, which in turn will receive a tax credit from the State of Connecticut. Basically, it is a way to give corporations and businesses an incentive to give money to non-for-profit, tax-exempt organizations and government agencies that aid the community.
Submitted for your approval for 2004 are 19 programs from 9 organizations with a total funding of $865,681.00.
