RESOLVED, that the Town Of Greenwich accept several gifts to the Department of Social Services in the amount of $4,957.58 for the Greenwich Youth Conservation Project.

EXPLANATORY COMMENTS
This is to request gift acceptance of $4,957.58 in private donations to the Greenwich Youth Conservation Project. The Conservation Project is a public-private partnership, administrated by the Department of Social Services, and co-sponsored by Greenwich Green & Clean, Greenwich Audubon Society, Greenwich Conservation Commission, and the Greenwich Parks ands Recreation Department. Both the Departments of Social Services and Parks and Recreation contribute operational funds. The balance is raised from private donations. Approximately 80 teens age 14 and 15 from throughout Greenwich are served each summer over an 8-week period of two weeks per session. Worksites include Dorothy Hamill Skating Rink, Greenwich Point, and Babcock Preserve, among many others. Transportation is essential to program operation. Town appropriation of these donations allows the Project to minimize costs and maximize service to residents through use of Town gasoline and Town insurance coverage.
1. $4,957.58 – A502-52300 – Auto Equipment Rental to cover rental of van for the summer.

RESOLVED, that the Greenwich Police Department accept a no-match grant in the amount of $10,000 from Purdue Pharma Technologies and the same amount to be appropriated to budget line item Code 220-51100 (Grants).
EXPLANATORY COMMENTS

The Greenwich Police Department respectfully requests permission from the Representative Town Meeting to accept a no-match grant in the amount of $10,000 from Purdue Pharma Technologies.  It is anticipated this grant will supplement our current budget to allow the Department to address new trends in drug abuse, specifically to support our criminal investigative efforts focusing on the illegal distribution of prescription drugs throughout the Town of Greenwich.

RESOLVED, that the sum of $23,375 for the fiscal year 2000/01, the sum of $28,538 for the fiscal year 2001/02, the sum of $29,453 for the fiscal year 2002/03 be and the same is hereby appropriated to carry out the terms of the labor settlement between the Town of Greenwich and Greenwich Public Health Nurses’ Association, Local 1303-222, Council 4, AFSCME, AFL-CIO.

FURTHER RESOLVED, that the Representative Town Meeting of the Town of Greenwich hereby approves such provisions of the labor settlement, if any, which may be in conflict with any charter provision, special act, ordinance, rule or regulation of the Town of Greenwich within the meaning of Connecticut General Statutes, Section 7-474 ( c).
EXPLANATORY COMMENTS

The Town and AFSCME Council 4 have reached agreement on a four-year agreement that is retroactive to July 1, 2000.  Council 4 represents 20 public health nurses of which 16 are employed as school health nurses.

The general wage increases of 3.00% effective July 1, 2000, 3.25% effective July 1, 2001,  3.25% effective July 1, 2002 and 3.0% effective July 1, 2003  are fair to both the employees and taxpayers being within the parameters negotiated with comparable employees and other Town bargaining units.

The Town negotiated significant changes in medical benefits that will become effective July 1, 2003.   This is the last remaining bargaining unit that continued to have as an option the indemnity medical plan.  The Town’s cost for health care will be based on the newly negotiated Preferred Provider Organization (PPO) medical plan that had been negotiated with all other Town bargaining units.  The prescription drug plan changes were also negotiated increasing the employee co-pays to $5.00 for generic drugs and $10.00 for brand drugs from $3.00 and $5.00.

Other negotiated changes include, a reduction in 1% in the employee’s contribution to the retirement system (as was negotiated with all other units), a $5,000 increase in group term life insurance, elimination from the agreement language mandating that candidates possess certain qualifications (this becomes a managerial prerogative and will improve our ability to recruit nurses as the existing contract language overstated required qualifications), language accommodating the transfer of the school health program to the Board of Education from the Department of Health, and conditioning the amount of tuition reimbursement based on the grade obtained by the employee.

On balance I believe that this agreement is in the best interest of the Town and the covered employees.

Public Works - Bd. of Education,   A315-52300, Equip Rental:                    12,000
EXPLANATORY COMMENTS
This request is for an additional appropriation of $509,000 to pay costs for snow and ice control.
The snow budget of $485,000 (General Fund) was based on the area’s 50-year average of snowfall, which is 30 inches. As of March 17, 2003, an average of 65.5 inches of snow has fallen in town and backcountry. Besides the snowfall amount, cold temperatures have slowed snowmelt thereby requiring the Highway Division to remove snow, often times at night from heavily trafficked areas and parking lots for safety purposes.
The town faces two problems at this point in the budget cycle: 1) replenishing the snow and ice control budget to provide service for the remainder of this winter; and 2) furnishing adequate funds to enable the Highway Division to repair road damage and to conduct its spring maintenance programs. For the month of March, average snowfall over the past 50 years is 6 inches although 9 inches have already fallen. We believe it prudent to request funds to replenish the snow budget and also to provide some funds in anticipation of additional March and April snow or ice control costs.

RESOLVED, that the First Selectman is hereby authorized, on behalf of the Town to accept a grant in the amount of $175,000 from the Connecticut Department of Economic and Community Development, to conduct an Expansion Feasibility Study for the Bruce Museum.

EXPLANATORY COMMENTS

The Bruce Museum, operated by Bruce Museum, Inc., a non-profit 501(c)(3) corporation, under a Management Agreement with the Town dated January 31, 1992, has sought and received approval for a State grant of $175,000 under the Urban Action Grant Program administered by the Connecticut Department of Economic and Community Development (“DECD”). The purpose of the grant is to enable the Museum to undertake a feasibility study to address needs and shortcomings in the existing Bruce Museum facility, including mechanical systems, parking,, storage and display areas. Those facilities, owned by the Town and administered by Bruce Museum Inc., have, since their last upgrading, been used to full capacity to support the Museum’s growing arts, science and educational programs, and their adequacy must now be addressed. The Bruce Museum may legally accept this grant only through the Office of the First Selectman, and the proposed resolution will authorize the First Selectman to accept the DECD grant for this purpose. The Town of Greenwich will assume no financial commitment.

RESOLVED, that the sum of $546,900 be and the same is hereby appropriated in the “RESERVED FOR CAPITAL & NON-RECURRING FUND” – Z6801592 59560 23170 Western Middle School Auditorium Renovations.

EXPLANATORY COMMENTS

The Western Middle School auditorium is in need of renovation.  The seats are worn and broken.  The ceiling is worn, and the dimmer panel frequently malfunctions and can only be used with a licensed electrician on site.  In addition, the auditorium does not meet the handicap requirements.  This project was submitted to the Capital Improvements Committee and approved.
The reason for the interim appropriation is to bid the project in the spring and have a contract signed early enough to get building permits, order the materials, and have the contractor ready to go the day school ends.  This is the only way we can complete the project during the summer.
The present Western Middle School Building Committee has a balance in their account of approximately $500,000.  Some work is in dispute and a few tasks remain.  It is anticipated that at least $400,000 will remain in the account when the project is completed.  As the attached preliminary estimate indicates, the cost for the work is $646,900.  Of this amount $100,000 has been appropriated in the present Town Capital Budget to do the seats.  This has been transferred to the new project.  The process we will follow will be to return the balance in the present account and to seek an appropriation of $546,900 plus the transfer to equal $646,900.  We are treating this as a new appropriation and will administer it through the existing Western Middle School Building Committee.

Mr. Robert Wilson

Stamford Ct.

Dear Bob:

The Town of Greenwich is pleased to submit an application for Surface Transportation Program – Enhancement funding.  Three copies of the application are enclosed.

The proposed project is a  sidewalk improvement project for sidewalk improvements and enhancements  for the Byram neighborhood in the Town of Greenwich. The proposed enhancement project is  estimated to cost $921,800. The Town of Greenwich is committed to providing a twenty percent (20%) match in the amount of $184,360 for the project which is based upon the current cost estimate for the project. We envision the use of this town match for engineering, survey, inspection and any non-participating cost items.

Upon completion of the project, the Town of Greenwich will maintain the elements of this enhancement project

For additional information or assistance regarding the proposed projects, please feel to contact Diane Fox, Town Planner, Director of Greenwich  Planning and Zoning at 203-622-7894.

Very truly yours
