EXPLANATORY COMMENTS

In 2009 the Moderator assembled a Special Committee to consider changes to the rules of the Representative Town Meeting (RTM).  The Special Committee issued a report of their recommendations to the RTM and asked the RTM to consider their recommendations at their September 2009 meeting (first reading) and their October 2009 meeting (second reading).  Item 1 on the October 2009 Call of the RTM was a resolution recommending that the Transportation Committee be dissolved, and that its responsibilities be assigned to the Public Works, Land Use, and Town Services Committees, and that the words “Transportation Committee” be deleted from the Rules of the RTM. Those responsibilities, somewhat expanded, were outlined in a revision of APPENDIX B, Descriptions of Standing Committees, under the resolution. Item 1 failed.

The Transportation Committee acknowledged the recommendations of the Special Committee and the opportunity to raise awareness among the full RTM as to the work and commitment of the Transportation Committee that had apparently gone unnoticed due to the lack of focus by the Town on transportation issues in general. At its January 2010 organizational meeting, new members of the Transportation Committee examined along with returning members how the committee had been working in relation to the charge outlined in the RTM Rules, and in consideration of the report of the Special Committee. The resolution offered encompasses the areas the Committee believes it should follow, and reflects the level of attention the members of the Transportation Committee believe the subject warrants. If approved by the RTM, Section K of RTM Rules Appendix B would be amended as offered.

RESOLVED, that the Town of Greenwich, acting through its First Selectman, enter into a lease agreement with Greenwich Teen Center  Inc., of Greenwich, Connecticut, for space at 100 Arch Street.  Said lease is attached hereto and made a part hereof.

EXPLANATORY COMMENTS

The Greenwich Teen Center has requested an extension of its current lease with the Town.  The lease commenced on November 1, 1990 for an initial term of fifteen (15) years.  After the initial term, the Teen Center has the option to renew for two additional terms of five (5) years, thereby potentially extending the lease to October 31, 2015.  The Teen Center is now requesting that a revised lease be entered into, by which the lease could potentially be extended through December 31, 2025.

The Teen Center’s Board believes it is prudent to seek an extension of the lease in order to amortize the cost of the improvements.

The proposed lease is an updated version of the original lease executed in 1990.  Certain obligations in the 1990 lease have been satisfied, and have been removed from the updated lease.  Conversely, the updated lease contains terms which obligate the Teen Center to make different improvements to the facility.

The Teen Center has made this request as it has embarked on a fundraising campaign to cover needed capital improvements such as window replacement, door replacement, general preventative maintenance, and possible roof replacement. The following capital improvements will be made by the Greenwich Teen Center, Inc., contingent upon lease renewal by the Town of Greenwich.

  • Replacement of all existing double hung, single pane windows with new double hung thermal insulated glass units with all blocking and trim to match existing size and appearance.  All work to be completed by December 2015.
  • Installation of fiberglass insulation of the interior exposed ceiling with 5/8 fire code gypsum finish.  All work to be completed by December 2020.
  • Re-Jointing Exterior Block (including replacement of all exterior wood trim and fascia board along the roof edge).  All to work to be completed by December 2025.
All work is to conform to the local and State fire and building codes and must have the appropriate building permits.

RESOLVED, that the First Selectman is authorized to make, execute and approve on behalf of the Town of Greenwich, any and all contracts or amendments thereof with the State of Connecticut Department of Public Health, in accordance with C.G.S. § 4-66g as amended by Public Act 07-7, section 41, and C.G.S. § 4-66c as amended by Public Act 07-07, Section 40, and such grants become appropriations upon approval by the Board of Estimate and Taxation.

EXPLANATORY COMMENTS

The RTM authorized a similar resolution in 2009. The Town has been approved to receive $200,000 of Connecticut Small Town Economic Assistance Program (CT STEAP) funds to partially support the cost of the Dry Hydrants Installation Project.  CT STEAP funds will be administered and monitored by the State Department of Public Health. The Fire Department will oversee the Project. This public safety project was implemented to address fire safety in the backcountry and rural areas in Town.  These areas are not served by a municipal or private water system and as a result, there are no fire hydrants or water supply to fight fires. The project involves the installation of dry hydrants that are connected to small bodies of water in the local area to allow immediate connection for a fire truck. Another part of this project is the installation of underground pre-built cisterns that do not have a pond or other water source readily available. The combination of dry hydrants that are connected to a body of water or the placement of underground cisterns is vital for the protection of the many properties located in the northern rural areas of Town.

Authorization is requested for the First Selectman to make, execute and approve any and all contracts or amendments with the State Department of Public Health with regards to the approved STEAP funds in the amount of $200,000.

If the Town of Greenwich is to be appropriated these funds, a revised resolution from the RTM is necessary. This revised resolution is required due to changes in State grant application requirements. Previously, the resolution did not contain the phrase “to make, execute and approve”. This phrase is now required by the State of Connecticut.

RESOLVED, that the Town of Greenwich appropriate $600,000 from the Risk Fund Balance to Department #105 (Office of the First Selectmen), Object #59940, Project #21967 – Storm Clean up.

EXPLANATORY COMMENTS

During the night of Saturday March 13 and continuing into Sunday March 14 the Town experienced a severe wind and rain storm that knocked down over 700 public and private trees.  56 homes were hit by fallen trees and many other private properties were damaged by the event.  Electric and other utility lines were taken down and service was interrupted to over 66% of the Town.   Peter Tesei, First Selectman, issued a warning to all residents at 4:00 pm on March 13 and activated the Emergency Operations Center.  At 1:30 am on March 14 he declared a local state of emergency.  Most Town Departments participated in efforts during the next week to clear the roads and return electric service to the community.  This effort involved significant overtime expenditures by many departments, the use of many materials and supplies that need to be replenished and the hiring of numerous outside vendors.  While the declaration of emergency was lifted on Sunday March 21, the clean up and restoration work by Town employees and vendors will continue for several more weeks.  Unbudgeted costs for this effort will require an appropriation from other unused Town funds.  The resolution that is before the members of the RTM is designed to cover the initial costs that the Town has incurred in this effort.  Town employees estimate the total cost will exceed $1,000,000 when all bills are totaled later this Spring.  This initial submission will be followed with a final accounting of all costs that were incurred and is expected to be submitted in time for the June RTM meeting.

The Town has also commenced putting together material for filing with FEMA for Federal reimbursement for a portion of the costs incurred and also to provide assistance to Town residents whose property was damaged.  We are submitting all of our costs to the State to determine if we meet the Federal threshold for such assistance.  If we qualify for Federal Disaster Assistance we will submit for reimbursement for some of our costs and we will also make available to our residents the necessary forms so that they may submit for aid.  Federal reimbursement to the Town for our costs is likely to be a slow process with most funds not arriving until the 4th quarter of 2010 or the 1st quarter of 2011.
