EXPLANATORY COMMENTS
This request is for an additional appropriation of $801,000 to pay costs for snow and ice control. The snow budget of $654,000 for FY 04-05 was based on the area’s 50-year average of snowfall, which is 30 inches, resulting in an estimated cost of $21,800 per inch. As of March 8, 2005, an average of 49 inches of snow has fallen in town and backcountry with an actual expenditure of $961,000, an average cost of $19,600 per inch. There have also been nine ice control days. March has a historic average of 8 inches of snowfall and, as this application is being written, weather forecasts are predicating additional snowfall and ice conditions for this month that exceed the historic average: we have adjusted our March estimate of snow accordingly. A summary of the snow and ice control budget is
below:

Total RRF 27,000 61,500 (34,500)
Grand Total $654,000 $961,000 ($307,000)
The projection below is based on three items: a) funds to cover the current shortfall; b) provide a snow budget for March; c) replenish the depleted salt and sand material inventory.
Request:
Funds to cover snow budget deficit: $307,000
March snowfall of 15 inches @ $19,600/in. 294,000
Salt and sand material (justification below) 200,000
Total $801,000
The past three winters have seen above average snowfall thereby depleting inventories of salt and sand materials. DPW recommends we replenish this inventory, as it has been the practice to have on hand a supply of materials from the preceding year. The $200,000 figure is based on the need to purchase approximately 6,000 tons of sand @$18.40/ton = $110,000 plus 2,000 tons of salt @$45/ton = $90,000. We do not believe it prudent to start next fiscal year with no inventory. Moreover, price increases for materials are expected when next year’s materials are competitively bid therefore we would take advantage of the current bid’s lower unit prices.
On the positive side, the town will apply for a FEMA grant of approximately $120,000 for the January 22 – 23, 2005 snowstorm. We expect to receive these monies this spring.

Approved at January 21, 2005, Board of Selectman
RESOLVED, that James A. Lash, First Selectman, be and hereby is authorized to execute such agreement having been entered into pursuant to Section 7-273 of the Connecticut General Statutes entitled: “Interlocal Agreement Between the City of Stamford Connecticut and the Town Of Greenwich Connecticut for the Sanitary Sewer Connections for Six (6) Stamford Property Owners on Hillcrest Park Road.”
EXPLANATORY COMMENTS
This is a request to approve the Interlocal Agreement (ILA), copy attached, between the City of Stamford and the Town of Greenwich to allow six (6) properties on the east side of Hillcrest Park Road to connect to the Town of Greenwich sanitary sewer system. These six properties have Hillcrest Park Road, Greenwich Connecticut addresses, and each is accessed by way of Hillcrest Park Road. However, most of each of the six properties is within the City of Stamford.
In 2001, the RTM approved a change to the Sewer Boundary Map by adding the Hillcrest Park area, including Hillcrest Park Road, to the “to be sewered area.” This was done primarily for environmental reasons, with strong support from both the Health and Conservation Departments. Site conditions in the Hillcrest Park area, which includes these six properties, has substantial bedrock at or near the surface of the ground and soil of low porosity, and are not conducive to the long term proper functioning of residential septic systems.
The ILA has been approved by the City of Stamford, the Greenwich Board of Selectmen, the Law Department, and the Planning & Zoning Commission. This document provides the Town of Greenwich the right to levy (in accordance with the Mutual Covenants) assessments, sewer use charges, and other fees (collectively, the sewer charges) against the six lots and the six lot owners. In the event a lot owner does not timely pay a sewer charge in full, the unpaid amount thereof and all delinquency interest and related charges shall constitute a lien (a “Sewer Lien) against the subject lot, and the Town shall have the right to file a sewer lien on the Stamford Land Records and to file a foreclosure lawsuit against the subject lot owner in a court of competent jurisdiction.
Assessments received from these six lots will help pa for the constructions costs for the sewer, which has already been installed in Hillcrest Park Road to allow properties in Greenwich to connect. No additional work is necessary regarding the ILA.
The six lot owners have each signed a confirmation that they will connect to sewer within one year, if the ILA is approved, with the understanding that if they did not sign the confirmation, their property would be permanently removed from the ILA.

RESOLVED, that the sum of $390,000 be and is hereby appropriated to be added to the following accounts: $138,410 to account Z6800292 5956 25109; $182,668 to account Z6800292 5956 02063; $68,922 to account Z6800292 5956 24106. Said appropriation to come from the Capital and Non-Recurring Fund.
EXPLANATORY COMMENTS
In January the school system leadership convened several meetings involving BET, RTM and Board of Education members as well as Town Finance Department staff to alert them to the projected cost overruns on the Hamilton Ave. modular project and to discuss options. The recommendation was made for the district to cover these costs from its operating budget and to seek an interim appropriation in March/April.
Attached is the change order log for this project prepared by URS showing an estimated total of $483,683. However the final amount is estimated to be only $390,000. which is the amount the Board of Education transferred from summer teacher salaries to the Facilities Department to cover change orders approved to date. While the recommendation was to use the operating budget to cover change orders, the school system respectfully suggests that there are several Hamilton Avenue School approved capital projects which can be closed in anticipation of the demolition of the existing structure.

Awaiting Planning & Zoning Municipal Improvement
RESOLVED, upon recommendation of the Commissioner of Public Works, approved by the Board of Selectmen, that the private road or portion thereof of Hooker Lane also known as Hooker Lane Extension be accepted as a public highway.
EXPLANATORY COMMENTS
This is to request acceptance of a private section of Hooker Lane, also know as Hooker Lane Extension, as a public road. The Board of Selectmen at its November 18, 2004, meeting voted to accept Hooker Lane as a public road. This item is on the agenda of the March 29, 2005, Planning and Zoning Commission meeting for Municipal Improvement approval.
A portion of Hooker Lane, as shown on Town Clerk’s Map No. 4692, extending northeasterly approximately 1,150 feet from the street right-of-way line of Cognewaugh Road to and including the turnaround was accepted as a public road by the RTM in October 1969. As the area development the road was extended to accommodate additional homes. Public Works’ Highway Division has provided services for the entire length of Hooker Lane such as snowplowing and street cleaning to these residents over the years. There are signed petitions from abutting property owners on Hooker Lane requesting its acceptance. DPW believes it is appropriate that we formally accept what is in realty a de facto public road.
We also plan to release an easement that was created at what was the original end of Hooker Lane, since the existing town road section at that time, required a turnaround. The Law Department is working this particular issue with the property owners at 30 Hooker Lane.
